Which 193-256 states could be merged next?
Nobody outside the developer knows how servers get picked for a merge. But if power, players and kills count, these 8 states of the 193-256 bracket are the ones to watch. Data captured on October 2, 2026.
Not official
This is speculation, not an announcement. Only the game's developer decides which servers merge, when and with whom. They always have the last word.
Every figure here comes from each state's top 5 alliances only. That can bias the picture: a state whose 6th alliance and beyond still have a lot of power and activity looks weaker here than it really is, and could be stronger than this ranking suggests.
Why this is hard to call
The developer has never said what it looks at before merging servers. So we made an assumption: the signals that usually show whether a server is alive are its power, its number of active players and its kills. Under that assumption, a state that sits well below the rest of its bracket on those three is a natural merge candidate.
Everything here is measured against the 193-256 bracket only, using each state's top 5 alliances (total power, members and kills), with data captured on October 2, 2026 at 21:26 UTC. 55 states in the bracket had data. These are the bracket medians:
The 8 states, from least to most power
In brackets, each value as a share of the bracket median. Players = members of the top 5 alliances (about 500 at most). K/P = kills per point of power (bracket median: 0.0116).
| # | State | Power | Kills | Players | K/P | Note |
|---|---|---|---|---|---|---|
| 1 | S208 | 64.0G (55%) | 464M (33%) | 429 | 0.0072 | Lowest power by a wide margin (next one: 85.2G). Its 4th alliance has only 53 members. The clearest candidate. |
| 2 | S215 | 85.2G (73%) | 481M (35%) | 430 | 0.0056 | Lowest kills per power of the eight: little combat activity. |
| 3 | S228 | 85.5G (73%) | 623M (45%) | 477 | 0.0073 | Low power and low kills at the same time. 3 stars. |
| 4 | S222 | 90.3G (77%) | 792M (57%) | 466 | 0.0088 | Its capital was conquered in Round 1 of State Ruler (October 3, 2026). |
| 5 | S255 | 92.1G (79%) | 613M (44%) | 457 | 0.0067 | Below the median on every measure. |
| 6 | S256 | 93.0G (80%) | 780M (56%) | 479 | 0.0084 | 5 stars: low power, but a competitive track record. |
| 7 | S252 | 95.5G (82%) | 952M (68%) | 433 | 0.0100 | The most combative of the eight. |
| 8 | S213 | 99.5G (85%) | 646M (46%) | 466 | 0.0065 | The strongest 5th alliance of these eight (15.3G), though still below the bracket median (19.2G). |
Inside the alliances
Totals hide how a state is built. Same capture (October 2, 2026), now alliance by alliance: how strong the 1st and 5th alliances are, how much of the state's power and kills the 1st alliance carries, and how many members the smallest of the top 5 has. Last row: the median of the 55 states in the bracket.
| State | 1st alliance | 5th alliance | 1st: % of power | 1st: % of kills | Smallest (members) |
|---|---|---|---|---|---|
| S208 | 21.0G | 5.7G | 33% | 46% | 53 |
| S215 | 21.5G | 12.7G | 25% | 32% | 78 |
| S228 | 23.4G | 9.4G | 27% | 49% | 89 |
| S222 | 24.5G | 11.9G | 27% | 63% | 79 |
| S255 | 24.1G | 11.8G | 26% | 31% | 78 |
| S256 | 24.5G | 10.4G | 26% | 44% | 90 |
| S252 | 23.7G | 11.9G | 25% | 39% | 73 |
| S213 | 23.7G | 15.3G | 24% | 35% | 80 |
| Bracket median | 27.7G | 19.2G | 24% | 35% | 91 |
State by state
S208: one alliance carries the state
The 1st alliance holds 33% of the power (bracket median: 24%) and 46% of the kills, while the 4th and 5th together (12.6G) add up to less than the 1st alone. The 5th alliance, at 5.7G, is the weakest 5th alliance of all 55 states, and the 4th has only 53 members. Below the top three, combat almost stops: kills per power drop to about 0.004.
S215: no leader, little fighting
The opposite shape. All five alliances sit between 12.7G and 21.5G, with no alliance pulling ahead, and its 1st alliance is one of the two smallest 1st alliances on this list. Kills are thin everywhere: the 1st alliance makes only 32% of them and the 5th barely fights (24M kills, K/P 0.0019). Balanced, but quiet.
S228: populated, but combat lives in one alliance
The 1st alliance makes 49% of the state's kills (the 4th highest concentration in the bracket) with a K/P of 0.0131, while the other four stay between 0.0043 and 0.0064. Membership is healthy (89 to 100 per alliance), so the state has people, just not many fighting.
S222: the most dependent state on the list
Its 1st alliance makes 63% of all the state's kills (the 2nd highest concentration in the bracket) and has the best K/P of the 40 alliances analyzed here (0.0201). The other four sit between 0.0038 and 0.0054. Its capital fell in Round 1 of State Ruler on October 3, 2026: one strong alliance wasn't enough to hold it.
S255: a solid core, a thin base
Three alliances are full or almost full (98 to 100 members, 20.0G to 24.1G, K/P around 0.008). Then comes a cliff: the 4th and 5th drop to 81 and 78 members and their K/P falls by half.
S256: low power, active top
Two alliances do the fighting (K/P 0.0138 and 0.0097) and 5 stars back them up. The 5th alliance, though, has 10.4G and only 20M kills.
S252: the most even fighters
Every one of its alliances has a K/P of at least 0.0058, and its 5th is the most combative 5th alliance on this list (0.0070). Its weak spot is people: 433 players, the third fewest of the eight, and a 5th alliance with 73 members.
S213: the deepest of the eight
Four alliances above 18.7G and a 5th at 15.3G, the strongest 5th alliance among them, although still below the bracket median (19.2G). Its 1st alliance holds 24% of the power, right at the bracket median. Kills are moderate (46% of the median).
What the alliances tell us
Two patterns repeat. In S208, S222 and S228 a single alliance carries the combat: if it moves, slows down or migrates, the state empties fast. In S215 and S255 the problem is the base: alliances that barely fight or are missing members. S252, S256 and S213 are low on power but have something to show: even combat, stars or depth.
If activity matters to the developer, the first group is the most exposed, and S208 shows both problems at once: one alliance carrying the state and the weakest base in the bracket.
If your state is on the list
Nobody knows the exact rules, but if activity counts, showing it won't hurt: recruit, keep alliances full and fight.
Gaps in the numbering
This bracket has been here before. 8 states already had the bad luck of being merged, as the developer officially announced: S193, S202, S204, S224, S226, S235, S238 and S246. Their numbers no longer exist in the game. The question is who comes next.
